In World of Warcraft, why do some quest givers not have exclamation marks
above their heads? Most do (yellow ones), but some random NPCs I've spoken to have quests for me that I completed easily, but they had no exclamation marks above their heads (yellow or grey), and I only spoke to them out of pure chance.
Is there a pattern, or does it mean that I should just talk to every NPC I find just in case?

The reason they don't have an exclamation point is usually because the quest could have been obtained many levels ago. They usually are green or gray and do not give you much experience, if any.
