How do I find a new webmaster to help me redesign my website?
The webmaster who is currently designing my organization's website is difficult to reach and is taking artistic liberties with my website! Where do I look to find a new webmaster that will fix and maintain my website for a fair price?

right you can visit at getafreelancer.com to hire programmers or designers, you will find many designers their than choose one of them ..

yea just be careful with hiring especially in regards to paying up front
make sure to view a portfolio of their design work and confirm if they will do revisions to initial drafts
