Can you unblock your own IP address that a webmaster has blocked you from the site?

A guy banned me from one of my hobby websites, train photography, websites back a few months ago for getting all mad at him and all. He blocked my IP address from even viewing the site. Is there a way to unblock my IP address from the site and he won't be able to tell it's me?

if you use dsl, unplugg and plugg back in the modem, this will make your ISP (internet service provider) to assign you a new IP.

If you use a proxy then it'll give you a different IP, but if someone has banned you from a site then there is probably a good reason for it, so I wouldn't recomend trying to get back on it.
